Introduction to Eabia Commune
Geographical Location
· Eabia is a mountainous commune in Sông Hinh District, Phú Yên Province, located along National Highway 19C and National Highway 29 to Đắk Lắk. It is 2 km away from Hai Riêng Town (the district capital of Sông Hinh District) and about 60 km from Tuy Hòa City. It is bordered to the northeast by Hai Riêng Town, to the southeast by Đức Bình Đông Commune, and to the southwest by EaTrol Commune.
Natural Conditions
· Eabia Commune enjoys favorable natural conditions.
· Terrain: The flat plains with few hills facilitate easy travel.
· Soil: Diverse and abundant, including red basalt, gray soil, and sandy soil. Some areas like Ma Sung Village have black-gray soil and red soil concentrated in the hills near the village.
· Waterways: Eabia lies downstream from Sông Hinh Hydropower Plant, benefiting from ample irrigation and water supply. Additionally, several large and small streams flow through the commune, such as Ea Thum Plum Stream in Krông Village and Ea Đung Gia Stream in Dành B Village.
· Climate: Eabia experiences a tropical monsoon climate.
· Weather: Eabia receives rainfall mainly in January, February, April, October, November, and December, with very little rain in the remaining months.
Historical Background
· Eabia Commune is part of Sông Hinh District, Phú Yên Province, and was once a site of the ancient Champa civilization.
· It came under the rule of the Nguyễn Lords in the Đàng Trong, the Tây Sơn dynasty, and the Nguyễn dynasty until 1884. From 1884 to 1945, it was under French colonial rule, including Eabia Commune.
· Following the success of the August Revolution in 1945 and the establishment of the Democratic Republic of Vietnam, the people of Sông Hinh District, including Eabia Commune, fought and achieved significant victories.
· After the establishment of the Democratic Republic of Vietnam, French colonialists did not abandon their control over Vietnam, leading to the second invasion on September 23, 1945. Thus, the people of Sông Hinh District, including Eabia Commune, joined the national resistance against French colonial rule from 1945 to 1954.
· After the victory of the Điện Biên Phủ campaign in 1954 and the signing of the Geneva Accords (July 21, 1954), Vietnam was divided into two regions with different political regimes. Sông Hinh District, including Eabia Commune, was under the control of the Saigon government and the US.
· From 1954 to 1975, the people of Eabia Commune, along with those in southern Vietnam, resisted the oppression and domination of the Saigon government and the US until the complete liberation of the South and the reunification of the country in 1975.
· Before 1970, Eabia was part of Đắk Lắk Province under the Provisional Revolutionary Government of the Republic of South Vietnam.
· From 1970 to 1975, Eabia was part of Tây Nam District, Phú Yên Province.
· From 1975 to 1984, Eabia was part of Tây Sơn District, Phú Khánh Province; from 1984 to 1989, it was part of Sông Hinh District, Phú Khánh Province; and from 1989 to present, it is part of Sông Hinh District, Phú Yên Province.
· In 1984, when Tây Sơn District was divided into Sông Hinh District and Sơn Hòa District, Eabia Commune was one of six communes along with Đức Bình Commune, Ea Bá Commune, Ea Trol Commune, Sơn Giang Commune, and Sông Hinh Commune.
· On March 27, 1989, Eabia Commune was split into two administrative units: Eabia Commune and Hai Riêng Town—the district capital of Sông Hinh District.
· On June 30, 1989, when Phú Yên Province was re-established from the former Phú Khánh Province, Eabia Commune became part of Sông Hinh District, Phú Yên Province.

· Eabia Commune comprises the following villages:
1. Krông Village: Located in the center of Eabia Commune, where the commune's People's Committee headquarters is situated, with National Highway 19C running through.
2. Hai Klốc Village: Adjacent to Sông Hinh District Political Training School, Sông Hinh District Vocational Training Center, and Sông Hinh District Ethnic Boarding School.
3. Nhum Village: The meeting point between Hai Riêng Town and Đức Bình Đông Commune, with National Highway 29 running through.
4. Ma Sung Village
5. Dành A Village: With National Highway 19C running through.
6. Dành B Village: With National Highway 19C running through.
7. Dôn Chách Village: Borders Đức Bình Đông Commune and Sông Hinh Hydropower Plant.
Economic, Cultural, and Social Situation
1. Economy
o Recently, the economy of Eabia Commune has seen significant changes and development. The main crops are cassava and sugarcane. The Fococev Starch Company in Nhum Village purchases cassava from across Sông Hinh District.
o Along with the expansion of irrigation channels and the introduction of new crop varieties, residents have expanded rice cultivation to improve their livelihoods.
o Additionally, residents grow rice and other crops such as chili, cabbage, and other vegetables to meet food needs. Livestock farming includes cattle, chickens, and pigs.
2. Population
o In 1999, Eabia Commune had a population of 1,882 people; by 2020, it had grown to approximately 4,000 people.
o Most residents are of the Ede and Kinh ethnic groups, with a small number of other ethnic minorities.
3. Education
o Eabia Commune has Ea Bia Kindergarten, Ea Bia Primary School, and Ea Bia Secondary School to serve the educational needs of students. Additionally, there is a private preschool, Ban Mai, in Eabia Commune.
4. Healthcare
o Eabia Commune has a healthcare station to serve the medical needs of residents, providing medical examinations, medication distribution, and other healthcare services.
5. Material and Spiritual Life
o The clean water supply station in Krông Village provides clean water to residents of Eabia Commune and other areas.
o The electricity network has been extended to the villages in the commune. Currently, most residents have access to electricity and own items such as televisions, phones, karaoke speakers, etc., for entertainment purposes.
o Additionally, most residents have their own phones and have installed internet and Wi-Fi, especially younger individuals using smartphones for information exchange.
6. Housing and Transportation
o In Eabia Commune, Kinh people live in brick houses, while most Ede people still maintain traditional stilt houses.
o Motorbikes are the primary means of transportation for Eabia residents. Additionally, tractors and plows are used for transporting agricultural products to factories.
7. Transportation
o Roads to villages have been widened, upgraded, and newly constructed, especially the roads leading to the downstream area of Sông Hinh Hydropower Plant. Eabia Commune is located on National Highway 29 and National Highway 19C to M'Đrăk District, Đắk Lắk Province.
